This year's effort was a full- <br />...........° <br />So_qq_pjess involving service <br />roviders law enforcement <br />and more than 1,000 <br />volunteers who used electronic <br />mapping to mark where <br />homeless people were sleeping <br />or hanging out. It also included <br />a 28-question survey that more <br />than 2,200 homeless people <br />filled out completely. By <br />contrast, 285 people answered <br />the 2017 survey. <br />Having more and better data <br />may help bust some common <br />misconceptions about why <br />homeless people are here, Kim <br />said, noting that 73 percent of <br />unsheltered homeless said <br />their last permanent address <br />was in Orange County, and <br />more than half reported <br />having local family or some <br />other tie to the area. My answer is no, <br />because most of them self -report that they are chronically <br />homeless and most of them are self -reporting that they <br />are from Orange County," Kim said. <br />Eve Garrow, homelessness policy analyst for the ACLU of <br />Southern California, said even this more thorough survey <br />may underestimate homelessness in the region, and she <br />expects the number to keep growing. <br />"The factors that lead to homelessness in Orange County, <br />particularly the rising cost of rents, have not abated and if <br />anything have gotten worse;" she said. <br />75C-308 <br />
