It also included <br />a 28-question survey that more <br />than 2,200 homeless people <br />filled out completely. My answer is no, <br />because most of them self -report that they are chronically <br />homeless and most of them are self -reporting that they <br />are from Orange County," Kim said. <br />Eve Garrow, homelessness policy analyst for the ACLU of <br />Southern California, said even this more thorough survey <br />may underestimate homelessness in the region, and she <br />expects the number to keep growing. <br />"The factors that lead to homelessness in Orange County, <br />particularly the rising cost of rents, have not abated and if <br />anything have gotten worse;" she said. <br />75C-308 <br />
