Approval Submittal of the Centennial Park/Rancho Community College District Park <br />Replacement Study to the National Park Service <br />October 15, 2019 <br />Page 4 <br />(ground disturbance), noise (operational noise), transportation (pedestrian crossings), and tribal <br />and cultural resources (tribal and cultural resources) are found to be less than significant with the <br />implementation of mitigation measures. The remaining environmental topics that were analyzed <br />pursuant to CEQA were found to have a less than significant impact or no impact. The public <br />review and comment period for the MND was from August 21, 2019 to September 19, 2019. <br />Public comments were received, the City responded to all written comments submitted during the <br />30-day MND public review period and no change to the Initial Study/MND is necessary. <br />Federal Lands to Park Land Exchange Requirements indicate that replacement land must be of <br />equivalent fair market and recreational value. The City of Santa Ana prepared the Recreational <br />Value Assessment (RVA) for the three -replacement park sites in August 2018 to provide <br />justification of public recreational utility of the land proposed for exchange and its replacement. <br />The 2018 RVA concluded that the combined recreational value of the three proposed sites are of <br />equivalent recreation value in comparison with the Centennial Educational Center Site at <br />Centennial Park. Because NPS approval is required, an Environmental Assessment (EA) has <br />been prepared under a separate cover to satisfy the requirement of NEPA. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #6 Community Facilities & Infrastructure, <br />Objective #1 (Establish and maintain a Community Investment Plan for all City assets), Strategy <br />B (Equitably maintain existing streets and associated assets in a state of good repair so they are <br />clean, safe and aesthetically pleasing for all users). <br />FISCAL IMPACT <br />There is no direct fiscal impact associated with the submittal of the document to the National <br />Park Service, but the results of their determination will begin the process for the City pursue <br />negotiations with Rancho Santiago Community College District related to matters affecting the <br />long-term lease of the site. <br />Minh Thai Lisa Rudloff <br />Executive Director Executive Director <br />Planning and Building Agency Parks, Recreation, and Community Services <br />Agency <br />Exhibits: 1.
