a. The duties and responsibilities of the position to be filled <br />are of such nature that they cannot remain unassigned <br />pending the return to duty of the absent incumbent or <br />preparation of an eligible list, whichever is applicable, <br />b, It is not practical to assign the duties of the vacant <br />position to any other employee or employees in the some <br />or higher classification. <br />4. The City Manager or his or her designee must give written <br />approval of all Temporary Upgrade Assignments involving an <br />increase in pay for the appointee. <br />B. Elilgibilif . <br />1. Regular, full-time employees shall be eligible to receive <br />Temporary Upgrade Assignment Pay if the work assumed <br />encompasses the majority of the typical duties and <br />responsibilities of the vacated higher -level position, and the <br />employee meets the qualifications outlined in B.2, below. <br />a. Employees in the following categories shall not be <br />assigned to Temporary Upgrade work unless specifically <br />authorized by the City Manager: <br />I. Nan -permanent employees (Probationary, Part- <br />time, Seasonal, etc.). <br />N. Employees performing work above their regular <br />classification in a training capacity. <br />2.
