Notice published in the Orange County Reporter on July 5, 2019 and notices <br />mailed on said date. <br />Mayor Pulido opened the public hearing at 8:27 p.m. Note: Correspondence <br />received and on file. <br />Mayor Pulido reopened the public hearing at 8:28 p.m., and the following <br />speakers addressed council: <br />David Benavides in support of denying appeal. <br />Ben Steckler addressed City Council to request approval of appeal of the second <br />requirement to have security on the premises. <br />Diego Zarate unsupportive of item. <br />Chris Rodriguez addressed City Council to express concerns. <br />Sherri Olson asking council to support their store without the condition of security <br />guards, since they have security measures in place. <br />City Manager Kristine Ridge clarified the motion based on council discussion. <br />Councilmember Sarmiento motioned to adopt as amended, seconded by Mayor <br />Pulido. <br />Councilmember Penaloza moved for substitute motion.
