The replacement park sites are not in or near state responsibility areas or lands classified as very <br />high tire hazard severity zones (Orange 2011). No impact would occur, and no mitigation measures are required. <br />3.20 MANDATORY FINDINGS OF SIGNIFICANCE <br />a) Does the project have the potential to substantially degrade the quality of the environment, <br />substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to <br />drop below self-sustaining levels, threaten to eliminate a plant or animal community, substantially <br />reduce the number or restrict the range of a rare or endangered plant or animal or eliminate <br />important examples of the major periods of California history or prehistory? <br />Less Than Significant Impact. Implementation the proposed project would not substantially reduce the <br />quality of biological resources or any sensitive habitats. The replacement park sites have been previously <br />developed with residential uses and are surrounded by highly urbanized uses. There are no pfotected biological <br />resources except for trees, which would be surveyed in compliance with the X BTA prior to removal per <br />mitigation measure BI0-1. In addition, as discussed in Section 3.5, Cultural Resources, the replace park sites <br />do not contain any examples of the major periods of California history of prehistory, and potential impacts to <br />the discovery of subsurface cultural resources would be reduced to a less than significant level by incorporating <br />mitigation measures CUL-1 and CUL-2. Therefore, no further mitigation is necessary, and impacts would be <br />less than significant <br />b) Does the project have impacts that are individually limited, but cumulatively considerable? <br />("Cumulatively considerable" means that the incremental effects of a project are considerable <br />when viewed in connection with the effects of past projects, the effects of other current projects, <br />and the effects of probable future projects.) <br />Less Than Significant Impact. As discussed throughout the Initial Study, implementation of the proposed <br />project would result in individually limited environmental impacts that would be reduced to a less than <br />75C-127 <br />
