*:/:I1-3111WA <br />standards was completed in 2010. California agreed to allow automakers who show compliance with the <br />national program to also be deemed in compliance with state requirements. The federal government issued <br />new standards in 2012 for model years 2017-2025 that will require a fleet average of 54.5 miles per gallon in <br />2025. However, the EPA is reexamining the 2017-2025 emissions standards. <br />EPA Regulation of Stationary Sources under the Clean Air Act (Ongoing) <br />Pursuant to its authority under the Clean Air Act, the EPA has been developing regulations for new stationary <br />sources such as power plants, refineries, and other large sources of emissions. Pursuant to former President <br />Obama's 2013 Climate Action Plan, the EPA was directed to develop regulations for existing stationary <br />sources also. However, the EPA is reviewing the Clean Power Plan under President Trump's Energy <br />Independence Executive Order. <br />REGULATION OF GHG EMISSIONS ON A STATE LEVEL <br />Current State of California guidance and goals for reductions in GHG emissions are generally embodied in <br />Executive Order S-3-05, Executive Order B-30-15, Assembly Bill 32 (AB 32), Senate Bill 32 (SB 32) and <br />Senate Bill 375 (SB 375). <br />Executive Order S-3-05 <br />Executive Order S-3-05, signed June 1, 2005. Executive Order S-3-05 set the following GHG reduction <br />targets for the State: <br />■ 20001evels by 2010 <br />■ 1990 levels by 2020 <br />- 80 percent below 1990 levels by 2050 <br />Assembly Bill 32, the Global Warning Solutions Act (2006) <br />Current State of California guidance and goals for reductions in GHG emissions are generally embodied in <br />AB 32. AB 32 was passed by the California state legislature on August 31, 2006, to place the state on a course <br />toward reducing its contribution of GHG emissions. AB 32 follows the 2020 tier of emissions reduction <br />targets established in Executive Order S-03-05. <br />CARB 2008 Scoping Plan <br />The final Scoping Plan was adopted by CARB on December 11, 2008. The 2008 Scal ing Plan ident fied that <br />GHG emissions in California are anticipated to be approximately 596 AIWCO2e in 2020. In December <br />2007, CARB approved a 2020 emissions limit of 427 MMTCOze (471 million tons) for the state (CARB <br />2008). In order to effectively implement the emissions cap, AB 32 directed CARB to establish a mandatory <br />reporting system to track and monitor GHG emissions levels for large stationary sources that generate more <br />than 25,000 MTCO2e per year, prepare a plan demonstrating how the 2020 deadline can be met, and develop <br />appropriate regulations and programs to implement the plan by 2012. <br />75C-158 <br />
