Organic waste means food waste, green waste, landscape and pruning waste, <br />nonhazardous wood waste, and foodsoiledpaper waste that is mixed in with food waste. <br />Water Efficiency Regulations <br />The 20x2020 Water Conservation Plan was issued by the Department of Water Resources (DWR) in 2010 <br />pursuant to Senate Bill 7, which was adopted during the 7th Extraordinary Session of 2009-2010 and <br />thuefore dubbed "SBX7-7." SBX7-7 mandated urban water conservation and authorized the DWR to <br />prepare a plan implementing urban water conservation requirements (20x2020 Water Conservation Plan). In <br />addition, it required agricultural water providers to prepare agricultural water management plans, measure <br />water deliveries to customers, and implement other efficiency measures. SBX7-7 requires urban water <br />providers to adopt a water conservation target of 20 percent reduction in urban per capita water use by 2020 <br />compared to 2005 baseline use. <br />The Water Conservation in Landscaping Act of 2006 (AB 1881) requires local agencies to adopt the updated <br />DWR model ordinance or equivalent. AB 1881 also requires the CEC to consult with the DWR to adopt, by <br />regulation, performance standards and labeling requirements for landscape irrigation equipment, including <br />irrigation controllers, moisture sensors, emission devices, and valves to reduce the wasteful, uneconomic, <br />inefficient, or unnecessary consumption of energy or water. <br />City of Santa Ana Climate Action Plan <br />The City of Santa Ana adopted its Climate Action Plan (CAP) in December 2015. The CAP provides an <br />inventory of GHG emissions and set 2008 as its baseline for AB 32 emission reduction goals. In 2008, <br />activities within the city contributed an estimated total of 1,959,431 MTCO2e of GHG emissions with <br />transportation and land use as the largest source of emissions at 48 percent In addition to an inventory, the <br />CAP sets forth measures to guide the City in meeting community -wide and government operation reduction <br />goals in transportation and land use, energy use, and solid waste, water, and wastewater. The City's CAP <br />identifies the following community -wide GHG reduction targets: <br />• Reduce emissions to 15 percent below 2008 levels by 2020 <br />• Reduce emissions by 30 percent below 2008 levels by 2035 <br />In addition, the following government operation GHG reduction targets are identified: <br />• Reduce emissions by 30 percent below 2008 levels by 2020 <br />• Reduce emissions by 40 percent below 2008 levels by 2035 <br />Thresholds of Significance <br />The CEQA Guidelines recommend that a lead agency consider the following when assessing the significance <br />of impacts from GHG emissions on the environment: <br />75C-167 <br />
