*:/ : 11-1 h WA <br />e) For a project located within an airport land use plan or, where such a plan has not been adopted, <br />within two miles or a public airport or public use airport, would the project result in a safety hazard <br />or excessive noise for people residing or working in the project area? <br />No Impact. The closest airport is the John Wayne Airport located approximately 4.4 miles and 4.2 miles to <br />the south of the 6th Street Site and the Raitt Street Site, respectively. The replacement park sites are not within <br />the airport land use plan boundaries for John Wayne Airport (ALUC 2008). The replacement park sites are not <br />located within any airport safety zone and would not impact any airport operations. The project would not <br />result in safety hazards to people at the project site or in the project area. No impacts would result from project <br />implementation. <br />I) Impair implementation of or physically interfere with an adopted emergency response plan or <br />emergency evacuation plan? <br />Less Than Significant Impact. The proposed project would not conflict with any adopted emergency <br />response or evacuation plans. The site's surrounding roadways would continue to provide emergency access to <br />the project area, and to surrounding properties during the project's construction. In the event that a temporary <br />closure of any street is required, the projects contractor would be required to provide the City of Santa Ana <br />with a construction schedule and plans for the closure of the street and to ensure that the placement of <br />construction materials and equipment does not obstruct a detour route. The project's contractor would be <br />required to comply with all City and/or Orange County Fire Authority recommendations, as applicable, for <br />reducing impacts to emergency response or evacuation plans. <br />The proposed replacement parks have two street fronts for access, and are readily accessible to emergency <br />responders. Mandatory compliance with existing rules and regulations would ensure that no significant impacts <br />would occur. No mitigation measures are necessary. <br />g) Expose people or structures, either directly or indirectly, to a significant risk of loss, injury or death <br />involving wildland fues? <br />No Impact. The replacement park sites and their vicinity are highly urbanized and not in a Very High Fire <br />Hazard Severity Zone (V I IFHSZ) (Orange 2011). The proposed project would not expose people or structure <br />to significant safety hazards due to wildland foes. No impact would occur, and no mitigation measures are <br />required. <br />3.9 HYDROLOGY AND WATER QUALITY <br />Would the project: <br />a) Violate any water quality standards or waste discharge requirements or otherwise substantially <br />degrade surface or ground water quality? <br />Less Than Significant Impact. <br />75C-97 <br />
