Approve an appropriation adjustment recognizing 2017 and 2018 Edward Byrne Memorial <br />Justice Assistance Grant funding in the amount of $92,171.70 for 2017 and $100,883.70 for <br />2018 into the Byrne Justice Assistance revenue account (no. 12814002) and appropriate same <br />to expenditure account (no. 128144-various). <br />2. Authorize the City Manager to execute an agreement with the Orange County Sheriff's <br />Department for the period of October 1, 2019 through September 30, 2020, accepting 2017 <br />Edward Byrne Memorial Justice Assistance Grant program funds in the amount of $92,171.70, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />3. Authorize the City Manager to execute an agreement with the Orange County Sheriff's <br />Department for the period of October 1, 2019 through September 30, 2021, accepting 2016 <br />Edward Byrne Memorial Justice Assistance Grant program funds in the amount of $100,883.70, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Edward Byrne Memorial Justice Assistance Grant (JAG) program provides federal criminal <br />justice funding to state and local jurisdictions. JAG awards are based on a statutory formula that <br />equally weighs the City's share of violent crime and population according to statistics from the <br />Burea of Justice Statistics(BJS). JAG requires a single unit of county government to function as <br />the applicant/fiscal agent to apply for, receive, and administer the funds on behalf of the entire <br />County. A memorandum of understanding designated the County of Orange, Sheriff -Coroner <br />Department as the lead agency for this program. <br />The Justice Assistance Grant programs were withheld for 2017 and 2018 due to the County and <br />the City's inability to certify compliance with "Special Conditions" pertaining to communication <br />20A-1 <br />
