3. Review and Discussion of Legislative Affairs, Ethics, Transparency and <br />Communications Council Committee By -Laws — Kristine Ridge, City Manager <br />The City Manager provided some background history of the committee, including first <br />being formed by resolution in 2013 with the by-laws being created shortly thereafter. <br />Additionally, it was noted that the committee's name was changed in January 2019. <br />However, there was some discussion of the accuracy of that date. <br />Staff was directed to confirm the date that the committee name was changed and when <br />the by-laws were updated. City Attorney Sonia Carvalho to bring this information back <br />to the next Legislative Affairs, Ethics, Transparency and Communications meeting. <br />4. Review and Discussion of Legislative Scorecard 2018 — (Strategic Plan No. 1 <br />through 7) — Nicole Houston, City Manager's Office <br />Nicole Houston from the City Manager's Office reviewed the approved 2018 Legislative <br />Scorecard providing an update on legislative accomplishments for the 2018 calendar <br />year. <br />5. Receive and Discussion of Legislative Platform 2019 — {Strategic Plan No. 1 <br />through 71 — Nicole Houston, City Manager's Office <br />Nicole Houston from the City Manager's Office presented the approved 2019 <br />Legislative Platform. The Platform serves as the guiding document for legislative <br />efforts for calendar year 2019 and is aligned with Federal and State priorities. <br />6. Receive and File Federal Legislative Updates — (Strategic Plan No. 1 through 7) <br />— Dan Maldonado <br />A. Holland & Knight (H&K) Memo and Matrix — Material provides an overview of <br />federal developments that occurred in July 2019 that could impact the City, <br />including housing and homelessness. In addition, H&K provided information <br />regarding the possibility for the City to showcase some of its initiatives for more <br />direct funding opportunities. <br />B. Federal Legislative Bills Outcomes and Updates (verbal) — Dan Maldonado <br />reported on the overall budget, sharing that the two-year agreement the Senate <br />is expected to endorse will provide funding for domestic discretionary programs <br />like the Capital Improvement grant programs, public safety programs, rail <br />improvement programs, and related domestic spending. <br />Receive and File State Legislative Updates — {Strategic Plan No. 1 through 7) — <br />Cori Williams <br />A. Williams, Townsend Public Affairs (TPA) Memo and Matrix — Material provides <br />an overview of the new Governor and new Legislature's priorities including <br />those that impact local governments. A major focus this session has been on <br />affordable housing and items related to affordable housing like rent control <br />and what steps can be taken to increase the level of housing production in the <br />state. <br />B. Federal Legislative Bills Outcomes and Updates (verbal) — Details of the final <br />budget including a record $214.8 billion dollars in state general fund and <br />Legislative Affairs, Ethics, Transparency and Communications Council Committee Special Meeting Minutes <br />July 29, 20I9 <br />Page 2 <br />
