RESOLUTION-N 0.-2019-104 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ESTABLISHING A PARKING <br />RATE FREE GRACE PERIOD FOR PATRONS <br />OF CITY OWNED PARKING GARAGES AND <br />AUTHORIZING THE CITY MANAGER TOADJUST <br />THE DURATION AND SCHEDULE OF SAID GRACE <br />PERIODS FROM TIME TO TIME <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, <br />AS FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. The City of Santa Ana owns four (4) parking garages throughoutthe <br />City's downtown area ("Parking Facilities"). <br />B. As owner of the Parking Facilities, and pursuant to Section 36-431 of <br />the Santa Ana Municipal Code, the City Council may by resolution <br />establish parking rates and fix and determine traffic patterns for the <br />movement of traffic on municipally owned or operated parking lots, and <br />when the City Council regularly passes and adopts any resolution for <br />any of said purposes the same shall control the use of the area affected <br />thereby. Said parking rates may include a parking rate free grace period <br />(or periods) for patrons of City parking garages, applicable either jointly <br />to all parking garages or applicable individually to one or more parking <br />garage(s). <br />C. The location of and rates for parking, including parking rate free grace <br />periods, directly impact traffic and parking circulation patterns, traffic <br />congestion and parking availability on a daily basis and during special <br />events. <br />D. Authorizing the City Manager to adjust the duration, up to two (2) <br />hours, and schedule for implementing parking rate free grace periods <br />as a means of regulating the use of all City parking facilities and <br />resources will distribute the parking load more evenly between <br />residents, and visitors, and maximize the utility and use of certain City <br />parking facilities and resources, thereby making parking easier and <br />convenient to customers and reducing traffic hazards and congestion, <br />and promoting the public convenience, safety, and welfare. <br />Resolution No. 2019-104 <br />Page 1 of 3 <br />
