Quarterly Report for Housing Division <br />November 19, 2019 <br />Page 6 <br />• City Funds: Inclusionary Housing ($4,775,000), HOME Investment Partnership Program <br />(HOME) ($2,627,631), Community Development Block Grant (CDBG) <br />($500,000) <br />• Update: The contractor is completing plumbing, mechanical, electrical installation and <br />drywall. Windows, doors and cabinets are being installed. Construction is <br />73% complete and anticipated to be complete at the end of December 2019 <br />with occupancy expected in January 2020. The marketing timeline has been <br />adjusted accordingly since tenant eligibility documentation must be dated <br />within 120 days of occupancy. The educational sessions to inform artists on <br />how to apply for housing were held on Saturday, July 27th and an additional <br />two sessions were held on Monday, August 5th with application submittals <br />due in September. A total of 171 pre -qualifying applications were received. <br />Due to the low number of 3-bedroom applications received and the <br />anticipated absorption rate, the application period was re -opened with <br />additional outreach to local Santa Ana artists to maximize the number of <br />applications from artists. City staff is in the process of auditing the waiting <br />list for compliance with the local Santa Ana preference. Applicant interviews <br />will begin at the end of October. <br />Santa Ana Veterans Village (3312 W. First Street) <br />• Developer: Jamboree Housing Corporation <br />• Description: New construction of an affordable multifamily apartment complex consisting <br />of 75 units of permanent supportive housing with wrap -around supportive <br />services for HUD -Veterans Affairs Supportive Housing (VASH) eligible <br />homeless veterans and 1 manager's unit. <br />• City Funds: Seventy-five (75) HUD-VASH Project -Based Vouchers, HOME-CHDO <br />($477,345.90) <br />• Update: Framing is complete, and installation of windows, window flashing and tubs is <br />in process. Solar supports on the roof are in place; roof sheathing and <br />crickets are to be completed; and scaffolding is being set up. Electrical and <br />low voltage are being run through the project. The project is approximately <br />41% complete and remains on schedule. The estimated completion date is <br />February 2020. <br />Aqua Housing (317 E. 17th Street) <br />• Developer: Community Development Partners with Mercy House as the service provider <br />• Description: Acquisition, demolition and new construction of a former motel yielding 56 <br />units of affordable permanent supportive housing with wrap -around <br />supportive services for chronically homeless individuals and 1 manager's <br />unit. 28 of the 56 units will be funded by MHSA/SNHP funds from the County <br />of Orange. <br />• City Funds: Fifty-six (56) Project -Based Vouchers (PBVs) <br />• Update: The developer closed on their financing in April and a ground -breaking <br />ceremony was held on July 22, 2019. The contractor has commenced and <br />completed the demolition of the existing motel building, site grading and <br />pouring of perimeter wall footings and started the concrete slab foundations. <br />
