--Twenty-nine percent of pre-9/11 veterans and 35% of post-9/11 veterans had not lined <br />up housing when they left the military. <br />-- Post-9/11 veterans were more likely to screen positive for PTSD and depression than <br />pre-9/11 veterans. <br />-- Post-9/11 veterans are less likely than pre-9/11 veterans to seek treatment for <br />physical or psychological issues. <br />-- Forty-four percent of post-9/11 veterans and 26% of pre-9/11 veterans report that <br />they do not know where to go to get help. Around 24% of both groups believe they can <br />handle the problem on their own. <br />--The greatest needs reported by post-9/11 veterans were VA service assistance <br />(50%), healthcare assistance (47%), educational assistance (43%), and employment <br />assistance (43%). <br />--The greatest needs reported by post-9/11 vets are educational assistance (32%), VA <br />service assistance (30%), and health care assistance (27%). <br />The unmet needs and statistics described above are exacerbated by the lack of a local <br />VA in Orange County. Additionally the same report indicated that often the hardships <br />described above are often a result of veterans being unable to find and retain gainful <br />employment. <br />1.2. Targeted Industry -Sector--------------------------------------------------------------------------------------------------------------------------------------------------------------------------- <br />Manufacturing. Incoming California Governor Newsom posted his economic plan <br />(GavinNewsom.com/economic-development, October 2018) in which he states <br />"California's vibrant manufacturing sector employs more than 12 million Californians <br />and generates over $270 billion a year." The California plan is to boost exports and <br />gear workforce training toward 21 st century demands. The Bureau of Labor Statistics <br />(Military.com, December 2018) indicated that manufacturing employment rose by <br />27,000 jobs in November, 2018, with job gains of 6,000 in chemicals and 3,000 in <br />primary metals. Over the past 12 months, manufacturing has added 288,000 jobs. <br />Average hourly earnings of $17.80 /Hr, known as AHE, with an above average growth <br />rate of 14% (O'Net) or higher that will open up over 13,000 manufacturing jobs in CA. <br />Manufacturing, construction and wholesale trade have all been major contributors, even <br />though they make up a relatively small share of total hours worked in the U.S. <br />(Bloomberg Data). In Orange County there are a wide range of manufacturing <br />companies from high tech to low tech with focus on creating finished goods from raw <br />materials including, food processing, apparel and semiconductors. Advanced <br />Manufacturing specialize in emerging elements of high-technology manufacturing. <br />These include biotechnology, pharmaceuticals, medical devices, and aerospace.
