additional soft skills training and appropriate certificates are successful in gaining <br />employment in this sector. <br />Section II —Target Group <br />11.1. Target -Group Description------------------------------------------------------------------------------------------------------------------------------------------------------------------------ <br />The target group will primarily be comprised of veterans with significant barriers to <br />employment which include but are not limited to low income, lack of education, limited <br />work experience, and mental health barriers. Additionally, disabled veterans with a <br />service -connected disability will be served by the current program. Over 50% of the <br />veterans served at Tierney Center for Veterans Services (TCVS) have a service <br />connected disability of 60% or higher. Over 75% of those served are post 9/11 veterans <br />with some kind of service connected disability. These individuals require structure, case <br />management, supportive services (including tools and equipment, supplies, <br />transportation assistance, housing, and emergency funds), and individualized <br />employment planning and support to be successful in finding and keeping gainful <br />employment. <br />Common and significant barriers to employment, training and services also include: <br />lack of preparation for finding a civilian job and unrealistic expectations, unaddressed <br />mental health issues, and difficulty adapting to civilian work culture (Stripes.com). The <br />costs of training or education programs required to obtain a license or certificate can <br />also prevent or delay a veteran's entry into a given occupation. Many veterans who <br />have received military training in an occupation may only need a few additional hours <br />or an additional course before being eligible for the related certification. Orange County <br />has a reported "middle -skills gap" in which there is a lack of the right mix of technical <br />and soft skills (OC Community Indicators Report 2016). The solution to close this gap <br />often means certification gained through community college or collaborative training <br />programs between employers and educational institutions. A study by Deloitte and <br />Manufacturing Institute in 2015 noted the skills gap is widening for manufacturing and <br />that over the next decade, 3.4 million manufacturing jobs will be needed and that 60% <br />of these positions are likely to be unfilled due to talent shortage. Training veterans to <br />meet the needs would build on skill sets possessed by veterans including experience <br />in logistics, supply -chain management, and technical skills. <br />11. 2. Outreach/Recruitment of Target-Population------------------------------------------------------------------------------------------------------------------- <br />The America's Job Center of California (AJCC) system in Santa Ana and throughout <br />Orange County and the comprehensive services and supports offered through the <br />Tierney Center and the County Veterans Service office offer a broad opportunity to <br />outreach to Orange County veterans and disabled veterans who are seeking services. <br />The Santa Ana Workforce Development Board also operates an America's Job Center <br />of California (AJCC) office in Santa Ana across the street from a large homeless shelter. <br />This office specializes in serving veterans and their families with multiple barriers to <br />emplovment.
