<br />REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE:CLERK OF COUNCIL USE ONLY: <br />NOVEMBER 19,2019 <br />TITLE:APPROVED <br />As Recommended <br />ADOPT A RESOLUTION AND <br />As Amended <br />AUTHORIZE THECARRY OVER OF <br />st <br />Ordinance on 1Reading <br />nd <br />GRANT FUNDS TO THE 2021FEDERAL <br />Ordinance on 2Reading <br />Implementing Resolution <br />TRANSPORTATION IMPROVEMENT <br />Set Public Hearing For__________ <br />PROGRAM AS REQUIRED BY FUNDING <br />AGENCY <br />{STRATEGIC PLAN NO.6,1G} <br />CONTINUED TO <br />/s/ Kristine Ridge <br />FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />1.Authorize the City Manager to submit selected projects to the Orange County Transportation <br />Authority for inclusion into the 2021Federal Transportation Improvement Program. <br />2.Adopt a resolution certifying that the City has the resources to fund the projects submitted for <br />inclusion into the 2021-2026Federal Transportation Improvement Program, and confirming <br />the City’s commitment to implement all projects submitted to the program. <br />DISCUSSION <br />The recommended action would authorize the City Manager to request the Orange County <br />Transportation Authority (OCTA) to carry over federally funded projects or projects subject to a <br />federally required action, including regionally significant projects, from the current Federal <br />Transportation Improvement Program (FTIP) to the 2021FTIP. The federal fund sources for those <br />projects includeActive Transportation Program (ATP); Highway Bridge Replacement and <br />Rehabilitation (HBRR); Congestion Mitigation and Air Quality (CMAQ); andDemonstration <br />(DEMO)grant funds. <br />The FTIP is the primary programming and implementation process for projects identified in the <br />Regional Transportation Plan(RFP), administered by the Southern California Association of <br />Governments(SCAG).The FTIP lists projects and identifies funding sources for every <br />transportation project that receives federal or state funds, and are regionally significant projects. <br />The Orange County Transportation Authority (OCTA) requested that all agencies countywide carry <br />over all federally fundedprojects from the existing FTIP to the Fiscal Year2021FTIP if project <br />completion occurs after 2019. The FTIP carry-over occurs at the end of every two-year cycle, and <br />marks the adoption of the new cycle updated biennially;2021will require the next FTIP update. <br /> <br />
