Award Contract to Civic Construction Associates for <br />Carl Thornton Park Restroom Project <br />November 19, 2019 <br />Page 2 <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on June 7 and 12, 2019, and bids were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on July 3, 2019. <br />Through the PlanetBids online portal, vendors may register to receive notifications on all current <br />and future City projects, as well as download contract documents, receive project updates and <br />submit bids electronically. <br />A total of 788 vendors, including 46 located in the City of Santa Ana, were notified of the project <br />via PlanetBids. 44 vendors requested bidding documents and 5 bids were received, including one <br />from a Santa Ana contractor. <br />Bid Results Summary <br />RANK <br />BIDDER'S NAME <br />LOCATION <br />BASE BID <br />1 <br />Civic Construction Associates <br />Camarillo <br />$379,916 <br />2 <br />Metro Builders & Engineers Group, Ltd. <br />Newport Beach <br />$412,943 <br />3 <br />iBuild Spectrum <br />Santa Ana <br />$474,989 <br />4 <br />Green Giant Landscaping, Inc. <br />La Habra <br />$524,000 <br />5 <br />Aid Builders, Inc. <br />Los Alamitos <br />$673,621 <br />All 5 bids were responsive and Civic Construction Associates submitted the lowest responsive bid <br />in the amount of $379,916 (Exhibit 2). Based on the bid analysis and a contractor's reference <br />check, staff recommends awarding the construction contract to Civic Construction Associates in <br />the amount bid (Exhibit 3). <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract awarded to the lowest <br />responsible bidder, the estimated total construction delivery cost of the project includes <br />construction administration, inspection, and testing, along with an allowance for contingencies to <br />account for unexpected or unforeseen conditions. Construction administration and inspection <br />includes construction management; implementation of the City's Community Workforce Agreement <br />requirements; inspection of the Contractor's work to ensure contract compliance, workmanship, <br />and quality; and material testing.
