<br />REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE:CLERK OF COUNCIL USE ONLY: <br />NOVEMBER 19, 2019 <br />TITLE:APPROVED <br />As Recommended <br />As Amended <br />ADOPT A RESOLUTION APPROVINGA <br />st <br />Ordinance on 1Reading <br />MASTER PAYSCHEDULE IN <br />nd <br />Ordinance on 2Reading <br />CONFORMANCE WITHTITLE 2 OF THE <br />Implementing Resolution <br />Set Public Hearing For__________ <br />CALIFORNIA CODE OF REGULATIONS <br />SECTION 570.5 AND THE CALIFORNIA <br />PUBLIC EMPLOYEES’ RETIREMENT <br />SYSTEM (CALPERS) <br />{STRATEGIC PLAN NO. 7,4& 6} <br />CONTINUED TO <br />/s/ Kristine Ridge <br />FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopta Resolutiontoapprove aMaster Pay Schedule for all representedand unrepresented <br />employee classifications of the City of Santa Ana covered by a City adopted Classification and <br />Compensation Planto conform with Title 2 of the California Code of RegulationsSection 570.5 <br />listing all employee pay rates on a publicly available master pay schedule approved and adopted <br />by City Council. <br />DISCUSSION <br />CalPERS, pursuant to their interpretation of Title 2 of the California Code of RegulationsSection <br />570.5, recommends all California Public Employees’ Retirement System (CalPERS)employers to <br />maintain their compensation levels inonepublicly available document, approved and adopted by <br />the governing body, whichmust meet all of the following requirements: <br />1) Has been duly approved and adopted by the employer's governing body inaccordance <br />with requirements of applicable public meetings laws; <br />2)Identifies the position title for every employee position; <br />3) Shows the pay rate for each identified position, which may be stated as asingle amount or <br />as multiple amounts within a range; <br />4)Indicates the time base, including, but not limited to, whether the time baseis hourly, daily, <br />bi-weekly, monthly, bi-monthly, or annually; <br />5)Is posted at the office of the employer or immediately accessible andavailable for public <br />review from the employer duringnormal business hoursor posted on the employer's <br />internet website; <br />6)Indicates an effective date and date of any revisions; <br />7) Is retained by the employer and available for public inspection for not lessthan five years; <br />and <br />8) Does not reference another document in lieu of disclosing the pay rate. <br /> <br />
