Resolution and Ordinance Adopting Updated California and International Building and Fire Codes <br />November 19, 2019 <br />Page 2 <br />The Construction Codes proposed for adoption by reference with amendments include the <br />following: <br />1.2019California Building Code <br />2.2019California Residential Code <br />3.2019California Green Building Standards Code <br />4.2019California Electrical Code <br />5.2019California Mechanical Code <br />6.2019California Plumbing Code <br />7.2019California Energy Code <br />8.2019California Fire Code <br />9.2019California Existing Building Code <br />10.2018International Property Maintenance Code <br />The Planning & Building Agency and Orange County Fire Authority are recommending that <br />certain changes and modificationsbe made to the 2019Editions of the California Building, <br />Residential, Green Standards, Plumbing, Mechanical, Electrical, Fire, and Existing Building <br />Codes that are reasonably necessary due to local conditions in the City of Santa Ana. Other <br />modifications are of an administrative or procedural nature and concern themselves with subjects <br />that are not covered by the Codes or are reasonably necessary to safeguard life and property <br />within the City of Santa Ana. <br />There are a total of seventy-one (71) findings in the Resolution which address twelve (12) <br />amendments to the Residential Code, forty-nine (49) amendments to the Fire Code, and ten (10) <br />amendments to the Building Code (Exhibit 1). <br />The changes to the 2019 CaliforniaCodes as adopted by the State include revisionsto enhance <br />clarity and consistency in the application of the Codes. For example, the structural engineering <br />requirements of the building code has been aligned with major revisions to national standards for <br />structural steel and masonry construction,which stem from research studies from recent seismic <br />and high wind events. In the Green Building standards, electric vehicle charging infrastructure <br />will be required for new parking areas.
