Site Plan ReviewNo. 2019-01and Density Bonus Agreement No. 2019-01–Fourth and Main <br />Mixed-Use Residential and Commercial Development <br />November 19, 2019 <br />Page 10 <br />program must be readopted by the Planning Commission; no changes to the mitigation measures <br />were identified as necessary through review and preparation of the 2019 Addendum. <br />Addendum Conclusions <br />The First American Project Addendum concludesnonew or substantially greater impacts would <br />occur with implementation of the proposed developmentwhen compared to those identified in the <br />2010EIR. To fully evaluate the proposed project’s impacts on the site’s existing structures, a <br />cultural resources study was prepared. Preparation of the cultural resources study for the <br />proposed project was not required based on the fact that the site and its building are not eligible <br />for listing as an historic resources and that the sites comprising the development are not within <br />the boundaries of the Downtown National Historic Districts. The cultural resources study <br />concludes that demolition of the building and clearing the sites will not result in anynew, <br />significant impacts or the need for new mitigation measures, and that due to the various additions <br />and remodeling projects to the site’s building, the building continues to be ineligible for listing on <br />any local or national register of historic properties. Several past analyses reached similar <br />conclusions, namely: <br />1.The site was not identified for inclusion in the Downtown National Historic Districts when <br />established in December 1984; <br />2.The site was not identified as requiring special consideration or protection when the <br />Transit Zoning Code was adopted in 2010 and the 2010 EIR was certified; and <br />3.The 2019 EIR Addendum’s cultural resources study revisited the site and concluded, <br />similar to the 1984 and 2010 analyses, that the site was ineligible for listing on any local or <br />national historic register. <br />Therefore, the 2010 EIR’s MMRP will continue to mitigate or lessen any impacts already <br />identified by the 2010 EIR. Following public input at the September 23, 2019 Planning <br />Commission public hearing on the project, the cultural resources study was updated to enhance <br />discussion of the onsite buildings and their historic prominence in Santa Ana. Moreover, two <br />conditions of approval are proposed in order to establish a careful demolition process, public <br />notification, façade preservation opportunities, interior building element preservation and salvage <br />opportunities, and provide photo-documentation. <br />PUBLIC OUTREACH <br />A community meeting was held on June 18, 2018 at 5:30 p.m. at the project site in accordance <br />with the provisions of the City’s Sunshine Ordinance. Invitations/notices were mailed to property <br />owners and occupants/tenants in a 500-foot radius from the project site. Approximately 17 <br />members of the public attended, as well as 4 City staff. The applicant provided all the required <br />information to the City after the meeting.
