ORDINANCE NO. NS-2978 <br />AN ORDINANCE OF THE CITY OF SANTA ANA AMENDING <br />CHAPTER 36, ARTICLE VIII OF THE SANTA ANA MUNICIPAL <br />CODE RELATING TO PARKING METERS <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: <br />SECTION 1. The City Council of the City of Santa Ana hereby finds, determines, and <br />declares as follows: <br />A. The City Council is authorized pursuant to section 2508 of the California Vehicle <br />Code, to set parking rates and parking zones; and <br />B. The City Council has determined that a parking meter system is justified to <br />defray the cost of installation, operation, and control, as well as the costs of the <br />other parking management related activities; and <br />C. Revenues from parking meters will be used not only in defraying the expenses of <br />installation, operation, and control of parking spaces and parking meters, but also <br />those incurred in the control of traffic and enforcement of traffic regulations; and <br />D. Revenues from parking meters may also be used to fund alternative transportation <br />programs, projects and enhancements that reduce the demand for, or increase the <br />supply of, parking resources in the parking district in which receipts are generated; <br />and <br />E. The density of the City and the number of people working or visiting the City on <br />a daily basis significantly impacts traffic circulation and parking availability on the <br />City's existing street network and off-street parking facilities; and <br />F. Planned new development and expansion in Downtown Santa Ana together with <br />the OC Streetcar Project currently under construction are likely to increase traffic <br />and parking demand and reduce the number of available on -street parking spaces; <br />and <br />G. The City has conducted stakeholder meetings and rate surveys as part of the <br />Parking Modernization and Downtown Enhancements Plan; and <br />H. The City has designated on -street parking spaces with parking meters in order to <br />regulate and manage traffic circulation and parking availability; and <br />I. The location of and rates for parking directly impact traffic and parking circulation <br />patterns, traffic congestion and other traffic hazards, and parking availability; and <br />J.
