15 <br /> <br /> Incorporate cool roofs/light-colored <br />roofing <br /> Or other measures that will increase the <br />energy efficiency of building envelope in a <br />manner that when combined with the <br />other options listed above exceeds current <br />Title 24 Standards (Title 24, Part 6 of the <br />California Code of Regulations; Energy <br />Efficiency Standards for Residential and <br />Non Residential Buildings, as amended <br />September 11, 2008; Cool Roof Coatings <br />performance standards as amended <br />September 11, 2006) by a minimum of 20 <br />percent <br />“California’s Green Building Standards Code <br />(CALGreen; California Code of Regulations, Title 24, <br />Part 11) requires implementation of energy <br />efficient light fixtures and building materials into <br />the design of new construction projects” (p. 3.4-5). <br />However, once again, the Addendum fails to state <br />that the proposed Project will implement these <br />light fixtures and building materials. As such, the <br />Addendum fails to adequately demonstrate the <br />consideration of the listed design features or <br />quantification of a minimum 20 percent Title 24 <br />exceedance, and thus, fails to demonstrate <br />compliance with the 2010 FEIR. <br />MM 4.13-9 <br />Prior to issuance of a building permit, applicants <br />for individual projects shall provide a landscape <br />plan that includes shade trees around main <br />buildings, particularly along southern elevations <br />where practical, and will not interfere with loading <br />dock locations or other operational constraints. <br />Documentation of compliance with this measure <br />shall be provided to the Planning and Building <br />Agency for review and approval. <br />Here, the Addendum fails to address a landscape <br />plan that includes shade trees around main <br />buildings, particularly along southern elevations <br />where practical, and will not interfere with loading <br />dock locations or other operational constraints. As <br />such, the Addendum fails to comply with this <br />aspect of the 2010 FEIR. <br />MM 4.13-10 <br />All showerheads, lavatory faucets, and sink faucets <br />within the residential units, and where feasible <br />within non-residential developments, shall comply <br />with the California Energy Conservation flow rate <br />standards. <br />Here, the Addendum states that the Project will <br />include “low flow showers <br />and faucets in residences” and “low flush toilets in <br />the commercial and <br />residential development” (p. 3.2-3). However, this <br />is all that is stated and as such, the Addendum fails <br />to demonstrate a commitment to implementation, <br />monitoring, and enforcement of the measure. <br />Thus, we cannot verify whether the Project will <br />comply with the California Energy Conservation <br />flow rate standards. <br />MM 4.13-11 <br />Low-flush toilets shall be installed within all <br />Congregate Care units as specified in California <br />State Health and Safety Code Section 17921.3. <br />Here, the Addendum states that the Project will <br />include “low flush toilets in the commercial and <br />residential development” (p. 3.2-3). However, this <br />is all that is stated and as such, the Addendum fails <br />to demonstrate a commitment to implementation, <br />monitoring, and enforcement of this measure.
