LS 11.19.19 <br />SECTION 3. GENERAL PLAN AMENDMENT: The General Plan Amendment <br />consists of amendments to the Land Use Element and text updates, as shown in Exhibit <br />A, attached hereto and incorporated herein by reference. <br />SECTION 4. LOCATION OF DOCUMENTS: The General Plan Amendment, <br />Environmental Impact Report and all supporting documents are on file and available <br />for public review at Santa Ana City Hall, 20 Civic Center Plaza, Santa Ana, California <br />92702. <br />SECTION 5. GENERAL PLAN CONSISTENCY: The City Council hereby finds <br />that the proposed General Plan Amendment is compatible with the objectives, policies, <br />and general plan land use programs specified in the General Plan for the City of Santa <br />Ana in that: <br />A. The City of Santa Ana has officially adopted a General Plan. <br />B. The land uses authorized by the General Plan Amendment, and the <br />General Plan Amendment itself, are compatible with the objectives, <br />policies, general land uses, and programs specified in the General Plan, <br />for the following reasons: <br />i. The existing General Plan land use designation for the site is <br />Professional and Administrative Office (PAO), which allows business <br />and professional offices uses with a floor area ratio of 1.5. In order to <br />facilitate the construction of a multi -family housing project with a <br />maximum floor area ratio of 1.43, the general plan land use <br />designation is proposed to be changed to District Center (DC), which <br />permits high intensity, mixed -use urban villages and pedestrian - <br />oriented experiences that support mid- to high-rise office centers, <br />commercial activity, and cultural activities with floor area ratios <br />ranging from 0.5 to 5.0. Focusing growth within District Centers and <br />along major corridors reduces the pressure for growth in low density <br />residential neighborhoods. <br />ii. The proposed Project will support several goals/objectives and <br />policies of the General Plan. <br />Housing Element (HE) Goal 2: to create diversity of quality housing, <br />affordability levels, and living experiences that accommodate Santa <br />Ana's residents and workforce of all household types, income levels, <br />and age groups to foster an inclusive community. <br />HE Policy 2.2 District Centers. Create high intensity, mixed -use urban <br />villages and pedestrian -oriented experiences that support the mid- to <br />high-rise office centers, commercial activity, and cultural activities in the <br />Resolution No. 2019-108 <br />Page 5 of 11 <br />
