I. The location of and rates for parking directly impact traffic and parking <br />circulation patterns, traffic congestion and other traffic hazards, and parking <br />availability;and <br />J. Adjusting the parking rates as a means of regulating the use of all City parking <br />facilities and resources will distribute the parking load more evenly between <br />residents and visitors, and maximize the utility and use of all City parking <br />facilities and resources, including automation of City owned parking faculties <br />and expansion of operating days and hours, thereby making parking easier, <br />reducing traffic hazards and congestion, and promoting the public <br />convenience, safety, <br />and welfare; and <br />K. Based on the foregoing, it is necessary to amend various sections of the Code <br />various sections of the Code in order to better manage, control, and regulate <br />traffic and parking circulation throughout the City; to improve the City's <br />transportation network in order to promote a more sustainable transportation <br />system; to ensure adequate parking availability for residents, workers, and <br />visitors; to prevent traffic congestion and hazardous traffic conditions; and to <br />promote compliance and facilitate more efficient and effective notice and <br />enforcement, all of which will promote the public health, safety, and general <br />welfare; <br />SECTION 2. The adoption of this ordinance is exempt from the California <br />Environmental Quality Act and a Notice of Exemption will be filed if this ordinance is <br />adopted. <br />SECTION 3. Section 36-398 of the Santa Ana Municipal Code is hereby <br />amended such that it reads as follows: <br />Sec. 36-398. - Parking meter district; zones and fees. <br />(a) Pursuant to section 22508 of the California Vehicle Code, parking meter <br />districts and parking meter district zones may be established and <br />determined by ordinance of the city council and the boundaries of the <br />parking meter district shall be as follows: <br />Beginning at the intersection of South line of First Street and the <br />Southerly prolongation of the West line of Olive Street, thence Easterly <br />in a direct line to the intersection of the Southerly prolongation of the <br />East line of Spurgeon Street and the Easterly prolongation of the South <br />line of First Street; Thence Northerly in a direct line to the Southeast <br />corner of Spurgeon Street and Third Street; Thence Easterly in a direct <br />line to the intersection of the Southerly prolongation of the East line of <br />Ordinance No. NS-2978 <br />Page 2 of 9 <br />
