The Addendum considers whether the project results in new or substantially more <br />severe impacts than were disclosed in the 2010 EIR and finds that no supplemental or subsequent <br />EIR is required for the proposed development. <br />Pursuant to State CEQA Guidelines section 15164(b), an addendum to a previously -certified EIR <br />is not circulated for public review. The Addendum is included with this staff report as Attachment <br />9. Pursuant to State CEQA Guidelines section 15164(d), the Planning Commission must consider <br />the Addendum together with the 2010 EIR before making a decision on the project. <br />Previous CEQA Documentation <br />The 2010 EIR (SCH No. 2006071100) was prepared to evaluate the potential impacts associated <br />with the adoption of the Transit Zoning Code, which is anticipated to result in potential development <br />of approximately 4,075 residential units, 387,000 sf of retail development, and an additional 15.5 <br />acres of open space within the City. <br />The 2010 EIR considers the environmental impacts relating to aesthetics; air quality; biological <br />resources; cultural resources; hazards and hazardous materials; hydrology and water quality; land <br />use; noise; population, housing, and employment; public services; transportation and traffic; <br />utilities and service systems; and climate change. A mitigation monitoring and reporting program, <br />findings of fact, and a statement of overriding consideration were adopted with the 2010 EIR. As <br />part of the 2019 Addendum to the 2010 EIR, the original mitigation monitoring and reporting <br />program must be readopted by the Planning Commission; no changes to the mitigation measures <br />were identified as necessary through review and preparation of the 2019 Addendum. <br />Addendum Conclusions <br />The First American Project Addendum concludes no new or substantially greater impacts would <br />occur with implementation of the proposed development when compared to those identified in the <br />2010 EIR. To fully evaluate the proposed project's impacts on the site's existing structures, a <br />cultural resources studywas prepared. Preparation of the cultural resources studyforthe proposed <br />project was not required based on the fact that the site and its building are not eligible for listing as <br />an historic resources and that the sites comprising the development are not within the boundaries <br />of the Downtown National Historic Districts. The cultural resources study concludes that demolition <br />of the building and clearing the sites will not result in any new, significant impacts or the need for <br />new mitigation measures, and that due to the various additions and remodeling projects to the <br />site's building, the building continues to be ineligible for listing on any local or national register of <br />historic properties. Several past analyses reached similar conclusions, namely: <br />1. The site was not identified for inclusion in the Downtown National Historic Districts when <br />established in December 1984; <br />2. The site was not identified as requiring special consideration or protection when the Transit <br />Zoning Code was adopted in 2010 and the 2010 EIR was certified; and <br />
