Second Reading: Development Agreement No <br />December 3, 2019 <br />Page 2 <br />2018-01/Amendment Application No. 2018-10 <br />As part of the entitlements for the project, on November 19, 2019 the City Council certified Final <br />Environmental Impact Report No. 2018-01 (SCH No. 2018021031), adopted findings of fact <br />pursuant to the California Environmental Quality Act, adopted a Statement of Overriding <br />Considerations, and adopted the Mitigation Monitoring and Reporting Program for the project. <br />Written comments from Newmeyer & Dillion LLP were submitted both before and at the City <br />Council meeting. A response to the comment letters related to the EIR has been prepared for <br />inclusion in the administrative record (Exhibit 3). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports Goal No. 3 Economic Development, Objective No. 2 (Create new <br />opportunities for business/job growth and encourage private development through new General <br />Plan and Zoning Ordinance policies). <br />Minh Thai <br />Executive Director <br />Planning and Building Agency <br />Exhibits: 1.
