of Santa Ana <br />3 Regulatory Setting <br />3.1 Purpose <br />Main Place Mall Transformation Project <br />Water Supply Assessment <br />This Water Supply Assessment (WSA) has been prepared in conjunction with the California Environmental <br />Quality Act (CEQA) review process to evaluate the sufficiency of the water supplies available to the water <br />supplier to meet the existing and anticipated future demands associated with the proposed associated <br />with the proposed MainPlace Mall Transformation Project (Main Place Project, or Proposed Project) during <br />normal, single dry and multiple dry water years over a 20-year horizon.',' If the water supply is anticipated <br />to be insufficient, the WSA must describe measures being taken to obtain an adequate supply.' <br />This WSA contains information from the City's 2015 UWMP, Orange County Water Reliability Study, <br />prepared by Municipal Water District of Orange County (MWDOC) and information produced by the <br />Metropolitan Water District (MWD) concerning the watersupplies delivered from the State Water Project. <br />3.2 Senate Bill 610 and 221 <br />California Public Resources Code, Section 21151.9 and California Water Code, Sections 10631, 10657, <br />10910, 10911, 10912, and 10915 (herein referred to as SB 610), and California Business and Professions <br />Code, Section 11010 and California Government Code, Sections 65867.5, 66455.3, and 66473.7 (herein <br />referred to as SB 221) require cities and counties to obtain, use in the project approval process, and <br />provide to the public certain critical information concerning water supply. <br />SB 610 amended State law to improve the link between information on water supply availability and <br />certain land use decisions made by cities and counties. It requires land use planning entities (in this case, <br />the City of Santa Ana [City]) to request an assessment of the availability of water supplies from the water <br />supply entity that would provide water to a project when a project is considered a "water -demand <br />project" as defined in Section 15155, Water Supply Analysis, of the State CEQA Guidelines (14 California <br />Code of Regulations [CCR]). In summary, a "water -demand project" is a residential development with <br />more than 500 dwelling units (du); a shopping center or business establishment employing more than <br />1,000 persons or having more than 500,000 sf; a commercial office building employing more than 1,000 <br />persons or having more than 250,000 sf; a hotel or motel or both with more than 500 rooms; an industrial, <br />manufacturing, processing plant, or industrial park for more than 1,000 persons and occupying more than <br />40 acres of land or having more than 650,000 sf, a mixed -use project that includes one or more of the <br />above; or a project that would require water equivalent to or greater than the water demand of a 500 du <br />project. <br />I Public Resources Code §21080 <br />' Water Code §10910(c)(3) <br />3 Water Code §10910(c)(4) <br />Kimley»>Horn <br />55C-1 7 Page 19 <br />
