Award Agreement to Wittman Enterprises, LLC for Ambulance and Paramedic <br />Billing & Collection Services <br />December 17, 2019 <br />Page 2 <br />To help coordinate patient participation in the City's Paramedic Subscription Program with <br />other insurance coverage payments. <br />The tasks listed above are accomplished through the use of a third -party billing and collection <br />recovery service provider. <br />In April 2014, the City released a Request for Proposals (RFP) for ambulance and <br />paramedic/medical billing and collection services. Wittman Enterprises, LLC ("Wittman") was the <br />sole qualifying responding agent/provider and was awarded an original three-year contract from <br />July 1, 2014 through June 30, 2017 (No. A-2014-145), followed by an additional two-year <br />amendment that expired on June 30, 2019 (No. A-2017-120) and a six-month extension to the <br />second amended agreement expiring December 31, 2019 (No. A-2019-118). The original <br />agreement, as well as the two subsequent amendments to each agreement contained an option, <br />exercisable by the City Manager, to transfer the administration of the City's Paramedic Subscription <br />Program to a consultant. <br />RFP No. 19-083: Ambulance & Paramedic Billing and Cost Recovery Services <br />On September 13, 2019, a notice inviting bids was advertised on the City's online bid management <br />and publication system for ambulance/ paramedic billing and cost recovery services. <br />The following descriptions were the key components of the RFP: <br />1. Scope: Proposer needed to possess and demonstrate expertise to correctly invoice <br />paramedic, medical, and ambulance billing and collection services to Medicare, Medi-Cal, <br />commercial insurance companies, and private pay individuals, based on the City's fee <br />schedule and the City's Paramedic Subscription Program. <br />2. Experience Requirements: Proposer needed to have the ability to work closely with the <br />City's contracted service providers for emergency and medical services, OCFA and CARE. <br />a. Proposers needed to work with OCFA and their electronic Prehospital Care Report <br />(ePCR) vendor to capture all necessary data. <br />b. Proposer needed to demonstrate relative experience in working with other similar <br />cities in Orange County. <br />c. Proposer needed to have the ability to independently administer the City's Annual <br />Paramedic Subscription Membership Program <br />3.
