Award Agreement to Wittman Enterprises, LLC for Ambulance and Paramedic <br />Billing & Collection Services <br />December 17, 2019 <br />Page 5 <br />In order to implement the optional Paramedic Subscription Program through Wittman, the Centers <br />for Medicare & Medicaid Services (CMS) require that a client jurisdiction such as Santa Ana <br />maintain a certain paramedic subscription fee threshold to meet Medicare Part B cost -sharing <br />guidelines. This would require the City to increase its proposed 2019-20 fiscal year subscription <br />fee from $60.08 to $87.50 ($75.00 CMS threshold fee, plus $12.50 per membership handling <br />charge). <br />Participation in the optional City Paramedic Subscription proposal is elective on the part of the City <br />and can be exercised by the City Manager or his/her designee for the first agreement year, one - <br />hundred -twenty (120) days prior to July 1, 2020, and thereafter one -hundred -twenty (120) days <br />prior to January 1 st for any subsequent agreement year. Any increases to the Subscription Program <br />Fee will be brought to the City Council for consideration during the FY 2020-21 budget process. <br />Based on the evaluations and ratings of RFP No. 19-083 for ambulance and paramedic/medical <br />billing and collection services, staff recommends executing an agreement with Wittman for three <br />(3) years, effective January 1, 2020 through December 31, 2022 including two optional one-year <br />(1) extension periods. Additionally, staff recommends retaining the option, at the election of the <br />City, to transfer the administration of the City's Paramedic Subscription Program to the consultant. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item assists the City in meeting Goal #7 — Team Santa Ana, Objective #5 (Create <br />a culture of innovation and efficiency within the organization, Strategy F (Explore opportunities to <br />engage with outside agencies, both private and public, to share information and increase <br />efficiencies). <br />FISCAL IMPACT <br />Payment for services is contingent upon successful collection; Wittman will share in the total <br />revenue recovered from their billing/collection efforts and paid from the Fire Suppression/EMS <br />Contract Services Professional account (no. 01115330-62300). <br />Revenues generated as a result of this agreement will be as follows: <br />• Paramedic Subscription Fee (Ambulance Transport) — 01115002 — 53509 <br />• Paramedic Services Charge (Paramedic Subscription Program) — 01115002 — 53510 <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Kathryn Downs, CPA <br />Executive Director <br />Finance and Management Services Agency <br />Exhibits: 1.
