REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 17, 2019 <br />TITLE <br />APPROVE AN AGREEMENT WITH THE <br />STATE OF CALIFORNIA WORKFORCE <br />DEVELOPMENT BOARD FOR THE PRISON <br />TO EMPLOYMENT IMPLEMENTATION <br />SUPPORTIVE SERVICES EARN AND <br />LEARN GRANT ($2,510,850) <br />{STRATEGIC PLAN NO. 2,41 <br />/s/Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />_••e• W <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 11' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />�1��►1�1�1:3q:3 <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement M0113521 with the State of California <br />Workforce Development Board for the Prison to Employment Implementation Supportive <br />Services Earn and Learn Grant, for a term commencing December 1, 2019 through March 31, <br />2022, for an amount not to exceed $2,510,850, subject to non -substantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />The California Workforce Development Board and the Employment Development Department <br />announced the availability of state General Funds for the implementation of a regional plan to <br />serve the formerly incarcerated and other justice -involved individuals in California with supportive <br />services and opportunities to learn and earn. The funds will be released as grants to each of the <br />14 Regional Planning units. Santa Ana is in the Orange Region, along with the Workforce Boards <br />of the City of Anaheim and Orange County. The grant is in response to the passage of Senate <br />Bill 856, which provided $37 million in state General Funds to establish this initiative. A Request <br />For Proposals (RFP) was released with each region required to designate one local Workforce <br />Development Board to be the applicant and fiscal agent. Staff from the City of Santa Ana worked <br />closely with the County of Orange and City of Anaheim and submitted the proposal on behalf of <br />the region. <br />In April 2019, the City received notice that the region was awarded a total of $3,816,967, with the <br />first agreement approved by City Council at the October 1, 2019 meeting for $1,306,117. The <br />RFP required partnership with the region's Local Workforce Boards, the California Department of <br />Corrections and Rehabilitation Division of Adult Parole Operations, County Probation, and <br />Community Based Organizations (CBOs) that serve the formerly incarcerated and other justice - <br />involved individuals, with employment and reentry services. State law requires probation and <br />parolees to be served in the region where the crime took place. Staff is finalizing agreements with <br />25G-1 <br />
