The Calendar serves as a guiding <br />document providing for a successful and transparent budget process. <br />Financial Updates and Budget Discussions <br />On February 18, 2020, City staff expects to present a Mid -Year (2nd Quarter) Budget Review to the <br />City Council. The Mid -Year Budget Review will provide a financial update on current General Fund <br />revenues and expenditure trends, projected ending General Fund balance, and other funding <br />highlights. The Review should help to prepare the City Council for the forthcoming Fiscal Year <br />2020-2021 budget process. <br />Staff is prepared to schedule City Council budget workshops during April 2020. Discussion topics <br />would include City Council priorities, fund balances, budget imbalances in various funds, future <br />expectations, recommendations from the Measure X Citizens Oversight Committee, and the <br />Capital Improvement Program (CIP). Staff will also provide a 3rd Quarter General Fund update, <br />including revenue and expenditure trends and a ten-year General Fund outlook. <br />Communication and Civic Engagement During the Budget Process <br />Communication and civic engagement have been identified as imperative components of the <br />budget process by the City Council and the community. As such, staff is planning up to five <br />community budget meetings to be held during the months of March and April 2020. The objective <br />of these meetings is to solicit input from the community and gather priorities to be shared with the <br />City Council. <br />Concurrently with Community meetings, the City Manager and budget staff will hold internal budget <br />hearings with City departments. Departments will have the opportunity to propose and justify any <br />organizational changes, budget requests, enhancements to existing programs, and proposed new <br />programs. <br />65A-1 <br />
