REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 17, 2019 <br />TITLE: <br />APPROVE AN AMENDED AND RESTATED <br />PROFESSIONAL SERVICES AGREEMENT <br />WITH CITY NET TO PROVIDE STREET <br />OUTREACH SERVICES IN AN ANNUAL <br />AMOUNT NOT TO EXCEED $688,390 FOR <br />A TOTAL AGREEMENT AMOUNT NOT TO <br />EXCEED $738,390 <br />{STRATEGIC PLAN NO. 5,61 <br />/s/Kristine Rida, <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 111 Reading <br />❑ Ordinance on 2"tl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />[K•]►oil ►UlZI.i[•] <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an amended and restated professional services agreement <br />with City Net to provide street outreach services to individuals experiencing homelessness in an <br />annual amount not to exceed $688,390, for a total amount not to exceed $738,390, for the period <br />of December 17, 2019 to December 16, 2020, subject to non -substantive changes approved by <br />the City Manager and the City Attorney. <br />DISCUSSION <br />On October 1, 2019, the City Manager provided an overview of homelessness in Santa Ana and <br />introduced a homeless strategic plan that includes a four -point action plan with a focus on <br />four core areas: Clean, Outreach, Housing, and Communication. <br />One principle of the plan was to "Be persistent in our contact with anyone suffering from <br />homelessness." Toward implementation, the City entered into an agreement (Exhibit 2) with <br />service provider City Net in the amount of $50,000 to provide street outreach and engagement <br />services to unsheltered homeless individuals in Santa Ana. City Net outreach workers were <br />assigned to both Daily Action Response Teams (DART) and Quality of Life Teams (QOLT) to <br />respond to issues reported on the MySantaAna smartphone app. While encampments are <br />cleared, City Net works closely with Santa Ana Police Department (SAPD) officers to connect <br />individuals to services including urgent, non -facility based care, assistance into emergency shelter <br />and housing, and to build relationships with those traditionally resistant to shelter or supportive <br />services. Partnering with City Net provides SAPID officers with similar resources to augment <br />County workers. City Net is equipped with resources for client expenses, such as relocations <br />(Homeward Bound), bridge housing vouchers, transitional fees, sober living fees, transportation <br />fees, and document fees.
