<br />8 City Net Homeless Services —Street Outreach

<br />Vision
<br />City Net proposes to partner with the city of Santa Ana on street outreach to homeless neighbors in the
<br />city. City Net will provide regular street outreach in the city starting January 1, 2020, or as soon as the city
<br />is ready to execute a contract. The total amount for this request is $688,390 for an annual contract.
<br />City Net will provide four (4) Outreach Teams of two (2) staff M-F, in early morning and late evening hours,
<br />in City Net transport vans, to engage street -level homeless neighbors in the city. The Outreach Teams will
<br />work to build trusting relationships and to connect homeless neighbors with shelter and resources
<br />available through the Orange County Continuum of Care (CoC). The team will also access funds in the
<br />contract for client expenses such as relocations (Homeward Bound), bridge housing (vouchers), sober
<br />living fees, transitional housing fees, transportation (bus passes, Uber fees, etc.), document fees, work
<br />equipment, emergency supplies, etc.
<br />City Net will provide regular ongoing data reports (monthly dashboard reports) of all activities to the city
<br />throughout the length of the project.

<br />City Net is the largest street outreach nonprofit organization in the County, with 50 of our 66 full-time
<br />employees (75%) dedicated to direct client engagement in the streets. Orange County is blessed with many
<br />excellent homeless service providers —many of them larger than City Net —but none can match City Net's
<br />focus on street outreach. It is our main service, so we have developed unmatched expertise.
<br />This team of 50 also gives us an unparalleled depth of field, allowing us deploy staff on new projects with
<br />speed and effectiveness that others cannot replicate. We have a proven ability to recruit, train, and deploy
<br />professional street outreach staff to achieve successful outcomes in the most difficult circumstances, across
<br />Orange County.
<br />Effectiveness
<br />City Net's capacity and experience have translated into more than 7,300 unique individuals engaged, of
<br />whom more than 4,000 unique individuals have been exited from the streets. Because we generally lack
<br />direct access to beds that we control, all these exits require a collaborative approach with CoC agencies,
<br />along with creativity to achieve results through relocations, bridge housing, transitional housing, etc., with
<br />agencies who are not traditionally funded through the CoC.
<br />Experience
<br />City Net is the most experienced street outreach service provider in Orange County, with active contracts in
<br />15 Orange County cities (Anaheim, Buena Park, Brea, Cypress, Fullerton, Garden Grove, La Habra, Lake
<br />Forest, La Palma, Newport Beach, Placentia, San Clemente, Stanton, Tustin and Westminster) and is
<br />contracted by the County to serve all Central SPA cities through HEAP and HDAP. This is in addition to our
<br />past efforts on the Santa Ana Riverbed, the Santa Ana Civic Center, the Santa Ana Plaza of the Flags, and
<br />our current street outreach work in the counties of Santa Barbara, Los Angeles and Riverside.
