FOR THE OPERATION AND <br />MAINTENANCE OF THE CABRILLO <br />TENNIS CENTER AND FOR THE <br />OPERATOR TO MAKE CAPITAL <br />IMPROVEMENTS TO THE SITE AND <br />PROVIDE A FEE PAYABLE TO THE CITY <br />STARTING IN 2024 <br />{STRATEGIC PLAN NO. 5,61 <br />/s/Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />F-ITUNT1.07iirs, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />1�1��►U1�1:3ga <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a license agreement with Match Point Tennis Academy, <br />LLC. for the operation and maintenance of the Cabrillo Tennis Center for a 15-year term from <br />January 1, 2020 to December 31, 2034 and for the operator to make capital improvements to the <br />site and provide a fee payable to the City starting in 2024 that will be deposited in the General <br />Fund, subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On September 10, 2019, the City issued a Request for Proposals (RFP) to invite qualified and <br />experienced tennis facility operators to submit proposals for the operation, maintenance, <br />management and capital improvements for the Cabrillo Tennis Center. In preparing the RFP, the <br />City staff reviewed the existing scope of the agreement and modified the Operator's responsibilities <br />to include the operation, maintenance, management, and construction of two -clay tennis courts. <br />The modification allows the operator to control and utilize the entire site for their operations. In <br />exchange for the substantial investment by the operator, a long-term license agreement (Exhibit 1) <br />will help recover the return on their investment. <br />PlanetBids.com is the website the City uses to post RFPs to solicit proposals from vendors. There <br />were 15 vendors notified of the project, 11 vendors downloaded the documents, and the City <br />received one proposal. <br />An evaluation committee consisting of representatives from the City reviewed and rated the <br />proposal according to the criteria listed in the RFP. Based upon the proposal, the review panel <br />selected Match Point Tennis Academy, LLC for contract award. Match Point Tennis Academy, LLC <br />is the existing operator that holds the license agreement for the management and operation of the <br />Cabrillo Tennis Center.
