manatt <br />Santa Ana City Council <br />December 16, 2019 <br />Page 4 <br />o HE Policy 2.4, Diverse Housing Types: Facilitate diverse types, prices and sizes <br />of housing, including single-family homes, apartments, townhomes, <br />mixed/multiuse housing, transit -oriented housing, multigenerational housing, and <br />live -work opportunities. <br />o HE Goal 4: To provide adequate rental and ownership housing opportunities and <br />supportive services .... <br />In assessing the Proj ect's consistency with the Housing Element, the City found that the <br />Project will provide 256 rental housing units, and that the zoning amendment will expand <br />the District Center designation and provide a connection between the existing District <br />Centers to the north and south of the site by providing a residential development that will <br />support a mixed -use environment. In addition to the City's findings, the Project will add <br />to the diversity of housing types in the area, and will be compatible with nearby <br />commercial areas. <br />In addition to furthering the Goals and Policies in the Housing Element, the Project helps <br />implement the following Goals and Policies in the Land Use Element. <br />o Land Use (LU) Element Goal 1: Promote a balance of land uses to address basic <br />community needs. <br />o LU Policy 1.5: Maintain and foster a variety of residential land uses in the City. <br />o LU Policy 4.3: Support land uses which provide community and regional <br />economic and service benefits. <br />o LU Policy 4.4: Encourage the development of projects which promote the City's <br />image as a regional activity center. <br />o LU Policy 5.5: Encourage development which is compatible with, and <br />supportive of surrounding land uses. <br />o LU Policy 5.7: Anticipate that the intensity of new development will not exceed <br />available infrastructure capacity. <br />o LU Element Goal 6: Reduce residential overcrowding to promote public health <br />and safety. <br />The City's findings identified that the Project is within 1/2 mile of existing transportation <br />infrastructure such as the Santa Ana (1-5) freeway and State Route 22 (SR 22) highway <br />which provide vehicular access to the region, the Orange County Transportation Agency <br />bus routes along Main Street which connects to the Santa Ana Regional Transportation <br />Center and the Anaheim Regional Intermodal Center which provides rail service <br />
