December 17, 2019 <br />City of Santa Ana Mayor, City Council, and City Manager <br />This zoning ordinance amendment sets precedence for allowing other charter, public and private <br />schools to be located in industrial areas with auto repair facilities. This action will give Vista <br />Heritage Charter School a legal entitlement. What purpose does it serve to later address CEQA <br />and parking related issues if the property owner has a legal entitlement? What goes first the cart <br />or the horse? <br />It should be alarming to the members of the City Council. The notion that there is not a negative <br />impact in the area is absolutely incredible and unbelievable. Contrary to what was shared on <br />May 7, 2019, CEQA is a common practice undertaken by public schools of which Vista Heritage <br />Charter School is funded with public funds. Therefore, the need to undertake a CEQA study is <br />required and should be undertaken by the City before the Council considers this agenda item. <br />Please delay council action until the CEQA study and those impacted have an opportunity to <br />address the aforementioned issues. <br />Your understanding and follow up on the issues raised is most appreciated.
