In addition, he publishes the widely cited Penner Expense Guide. Mr. Penner has qualified as an expert witness in bankruptcy and superior court for both Orange and Los Angeles Counties. He is a member of the Appraisal Institute with an MAI Designation and a Certificate in Litigation; and was the 2016 Southern CA Appraisal Institute Volunteer of Distinction. Mr. Penner also holds a certificate in RE Development from the Urban Land Institute, is President Elect of Lambda Alpha International, and was a founding Board Member of Valbridge Property Advisors.
