LS 12.9.19 <br />RESOLUTION NO. 2019-47 <br />A RESOLUTION OF THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA APPROVING CONDITIONAL <br />USE PERMIT NO. 2019-33 AS CONDITIONED TO ALLOW <br />THE PLACE BANQUET HALL TO OPERATE AT 1602 <br />EAST FIRST STREET <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. Oscar Ramirez ("Applicant"), representing The Place Banquet Hall, is <br />requesting approval of Conditional Use Permit No. 2019-33 to allow a <br />banquet facility at 1602 East First Street. <br />B. Santa Ana Municipal Code Section 41-199.1 requires approval of a <br />conditional use permit to operate a banquet facility. <br />C. On November 12, 2019, the Planning Commission held a duly noticed <br />public hearing for Conditional Use Permit No. 2019-33. The matter was <br />continued to December 9, 2019 to allow the banquet hall's operators, <br />surrounding property owners, and City staff to meet and address any <br />impacts from the banquet hall operations. <br />D. The banquet hall's operators, surrounding property owners, and the City <br />met on November 22, 2019 and agreed to several additional conditions of <br />approval intended to further minimize the banquet hall's impacts on <br />surrounding properties. <br />E. On December 9, 2019, the Planning Commission held a duly noticed <br />public hearing for Conditional Use Permit No. 2019-33. <br />F. The Planning Commission determines that the following findings, which <br />must be established in order to grant this Conditional Use Permit pursuant <br />to Santa Ana Municipal Code ("SAMC") Section 41-638, have been <br />established for Conditional Use Permit No. 2019-33 to allow a banquet <br />facility for The Place Banquet Hall at 1602 East First Street: <br />1. That the proposed use will provide a service or facility which will <br />contribute to the general well being of the neighborhood or <br />community. <br />The proposed banquet facility will be ancillary to the primary <br />eating establishment use.
