AA No. 2018-09 <br />1010 and 1100-B North Tustin Avenue <br />January 21, 2020 <br />Page 2 <br />from its status as a legal nonconforming property into a legal and conforming site by recognizing the <br />private schools as a permitted use. <br />If approved, the applicant intends to implement the Calvary Church Master Plan, which includes the <br />demolition of four buildings, the partial demolition of a fifth building, and the construction of three <br />new buildings. At the completion of the master plan build out, the size of the campus will increase <br />by 46,840 square feet, bringing the total square footage of the campus to 404,341 square feet. <br />The buildings to be demolished include a 7,500 square foot classroom building (Building B), an 8,800 <br />square foot office building (Building D), a 3,600 square foot classroom building (Building F), and a <br />7,900 square foot fellowship hall (Building 1). Additionally, approximately 6,000 square feet will be <br />removed from the existing Chapel building (Building E). In their place will be a new three-story, <br />29,000 square foot Children's Ministry Center (New Building B), a three-story, 32,000 square foot <br />Student Life Center (New Building D), and a two-story, 19,000 square foot Community Life Center <br />(New Building D). Other work to be completed as part of the master plan includes the renovation of <br />the existing buildings, the rehabilitation of exterior and interior spaces, new landscape and <br />hardscape throughout the campus, new accessory structures such as shade canopies, new fencing <br />and enhanced signage. <br />The architecture and color selections have been designed to fit within the context of the <br />surrounding area and will enhance the aesthetic and functional appeal of the community. The <br />elevations have been designed with modern architectural elements to ensure each building within <br />the campus is integrated. The overall architecture will also be enriched through landscaping that <br />will be in harmony with the architecture and common area gathering spots. Finally, new vine <br />pockets will be utilized to soften wall edges and minimize graffiti. <br />Calvary Church of Santa Ana was established on October 25, 1931, holding its first meeting at the <br />Santa Ana Ebell Club at 625 North French Street. Over the years, Calvary Church grew in size, <br />moving to various locations as it continued to expand. On April 29, 1962, Calvary Church moved <br />to its current site at 1010 North Tustin Avenue, five years after purchasing the site. The project <br />site was developed with several buildings that were built between 1962 and 1991. Built in 1962 <br />when the church opened include the Fellowship Hall, the Administration Building, and two <br />educational buildings. Over the years, the campus has expanded with other existing buildings <br />being constructed. The final building built, the Worship Center, was completed and dedicated in <br />1991. <br />In 2009, Calvary Church approached the City in an effort to establish a master plan for the site. <br />However, due to the recession related impacts, Calvary Church decided to withdraw the <br />application. Last year, the Church again submitted a proposal for their master plan, which is <br />currently under consideration. <br />Calvary Church is requesting approval of an amendment application (zone change) and a Mitigated <br />Negative Declaration and Mitigation Monitoring Reporting Program in order to approve a master <br />plan for Calvary Church.
