Mr. Lambeth specializes in creation and operation of improvement <br />districts. He is a special district attorney and was the primary author <br />of the Property and Business Improvement District Law of 1994. He <br />assisted with creation of the first property -based business <br />improvement district in California. He is an expert in all aspects of <br />improvement district formation, including outreach to property <br />owners, plan developments, and petition and ballot campaigns.
