REQUEST FOR HOUSING <br />AUTHORITY ACTION <br />MEETING DATE; <br />FEBRUARY 4, 2020 <br />TITLE: <br />ADOPT RESOLUTION ESTABLISHING <br />EXECUTIVE DIRECTOR'S CONTRACT <br />AUTHORITY UP TO $50,000 FOR THE <br />HOUSING AUTHORITY <br />(STRATEGIC PLAN NO. 5, 1) <br />� IV �__ <br />EXECUTIVE DIRECTOR <br />RECOMMENDED ACTIONS <br />RECORDING SECRETARY USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />CONTINUED TO <br />Adopt a resolution establishing the authority of the Executive Director to execute contracts in an <br />amount not to exceed $50,000, thus mirroring the 2019 approved limits of the City Manager. <br />DISCUSSION <br />On March 6, 1989, the Housing Authority of the City of Santa Ana granted its Executive Director <br />the authority to execute agreements in an amount not to exceed $10,000, which matched the <br />same authority given to the City Manager. In 2006, the residents voted to amend Section 421 of <br />the City's Charter to increase the City Manager's authority to execute agreements up to $25,000 <br />and to require the City Manager to submit quarterly reports on all such agreements to the City <br />Council at a public meeting. This same increase in contract authority and reporting requirements <br />was granted to the Executive Director of the Housing Authority through the approval of Resolution <br />No. HA 2008-002. <br />On March 19, 2019, City Council adopted Ordinance No. NS-2963 to amend certain sections of <br />the Santa Ana Municipal Code relating to the City Manager's authority to bind the City to non- <br />public works contracts and increased the amount up to $50,000. In order to maintain consistency <br />throughout City/Housing Authority operations and to alleviate the need to expend administrative <br />resources to prepare agenda staff reports for multiple agreements exceeding $25,000 but under <br />$50,000, staff recommends increasing the Executive Director's authority up to the same $50,000 <br />as the City Manager. The Executive Director shall be required to continue to provide a report each <br />quarter on the contracts executed. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 5 - Community Health, Livability, <br />Engagement & Sustainability, Objective # 1 (Establish a comprehensive community engagement <br />initiative to expand access to information and create opportunities for stakeholders to play an <br />active role in discussing public policy and setting priorities). <br />4-1 <br />
