DISCUSS AND CONSIDER DIRECTING CITY MANAGER TO BEGIN <br />DISCUSSIONS REGARDING HOW TO ALLOCATE FY 2020/21 MEASURE X FUNDS, <br />INCLUDING INCREASING PERCENTAGE OF REVENUE TO BE USED FOR <br />ADDRESSING THE CITY'S HOMELESSNESS CRISIS AND REDUCING 911 <br />RESPONSE TIMES. ALSO DISCUSS AND CLARIFY WHETHER OR NOT MEASURE <br />X FUNDS WILL BE USED TO FUND EMPLOYEE SALARIES, GENERAL PAY <br />RAISES, AND PERFORMANCE MERIT PAY RAISES - Councilmember Solorio <br />Councilmember Solorio directed City Manager and City Attorney to coordinate <br />response regarding use Measure X funds; and requested that council, community and <br />staff find ways next year to dedicate more resources in addressing homelessness crisis <br />and reducing 911 response times. <br />PUBLIC COMMENTS (If not considered by the Chair at an earlier time.
