AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING <br />CHAPTER 36 ARTICLE I (IN GENERAL) DIVISION 1 (DEFINITIONS) TO ADD <br />SECTION 36-19 (OVERSIZED VEHICLE); TO ADD SECTION 36-20 (RECREATIONAL <br />VEHICLE); TO ADD SECTION 36-21 (NON-MOTORIZED VEHICLE); TO ADD SECTION <br />36-22 (PARK ROAD); TO ADD SECTION 36-23 (PARKING, PARK OR PARKED); <br />AMENDING CHAPTER 36 ARTICLE IV (PARKING REGULATIONS) TO ADD SECTION <br />36-149 (PROHIBITION OF PARKING OF OVERSIZED VEHICLES, NON-MOTORIZED <br />VEHICLES, AND RECREATIONAL VEHICLES); TO ADD SECTION 36-150 <br />(EXCEPTIONS TO PROHIBITION ON PARKING OF OVERSIZED VEHICLES, NON- <br />MOTORIZED VEHICLES, AND RECREATIONAL VEHICLES); TO ADD SECTION 36- <br />151 (NOTICE); TO ADD SECTION 36-152 (ENFORCEMENT REMEDIES); TO ADD <br />SECTION 36-153 (PERMIT PROCESS FOR TEMPORARY OVERNIGHT PARKING ON <br />PUBLIC STREETS). <br /> <br />PUBLIC COMMENT - Mike Tardif spoke regarding in support of the item; and requested <br />to add a safety measure a maximum width to the description of oversized vehicles. <br /> <br />Brooke spoke regarding in opposition to the item without understanding the situation of <br />the individuals and provide specific solutions. <br /> <br />Councilmember Solorio requested to remove section 36-152 regarding misdemeanor <br />provision, leave financial fines in place, start with a warning and include a fine <br />structure. Directed staff to pursue educational outreach along with shelter options. <br /> <br />Councilmember Penaloza inquired about parking hours and proper signage. <br /> <br />Councilmember Iglesias commented on parking hours. <br /> <br />Councilmember Sarmiento advised staff to review Election Code's definition of dwelling <br />and the possibility of regulating large vehicles via permit. <br /> <br />Councilmember Solorio motioned to adopt as amended to remove section 36-152 <br />regarding misdemeanor provision, seconded by Councilmember Penaloza. <br /> <br />MOTION: Councilmember SECOND: Councilmember Penaloza <br />Solorio <br />VOTE: AYES: Mayor Pro Tem Villegas, Councilmember <br />Iglesias, Councilmember Penaloza, <br />Councilmember Solorio (4) <br /> <br /> NOES: None (0) <br /> <br /> ABSTAIN: Councilmember Sarmiento (1) <br /> <br /> ABSENT: Mayor Pulido (1) <br />CITY COUNCIL MINUTES 16 October 1, 2019 <br /> <br />
