PROJECT DESCRIPTION AND MULTIMODAL SETTING <br /> <br />The Project site occupies two separate parcels of land totaling 1.72-acres. The main <br />parcel is a square shaped parcel of land that is currently developed with 113,000 SF <br />of office space that previously served as the First American Title Company corporate <br />offices. It is located east of Main Street, between 4th Street and 5th Street, and is <br />addressed at 421 North Main Street in the City of Santa Ana, California. The second <br />parcel is a square shape parcel of land that is currently developed as a parking lot, <br />located on the northwest corner of Bush Street at 5th Street. The Project site is zoned <br />Downtown (“DT Zone”) by the City’s Transit Zone Code (TZC) which <br />accommodates a mix of uses. Figure 1 is an existing aerial photograph of the Project <br />site. <br />The proposed Project includes the development of two buildings with a total of 220 <br />apartment units and 12,350 SF of retail/commercial space, with a proposed parking <br />supply of 332 spaces, inclusive of 8 handicap accessible stalls and 56 tandem (2nd <br />access) stalls. Table 1 summarizes the proposed Project development totals for the <br />site. Building 1, located east of Main Street between 5th Street and 4th Street, includes <br />the development of a seven-story 196-unit apartment podium, consisting of 45 studio <br />units, 89 one-bedroom units, and 62 two-bedroom units, with 12,350 SF of <br />retail/commercial space on the ground floor over a 311-space parking garage (1 <br />basement + 2 levels above grade). Building 2, located on the northwest corner of <br />Bush Street at 5th Street, includes the development of a five-story, 24-unit apartment <br />building, consisting of 12 one-bedroom units and 12 two-bedroom units, over a 21- <br />space parking garage, inclusive of one handicap accessible stall. Existing on-street <br />(paid) parking along the project’s 4th Street frontage will be maintained Figure 2 <br />presents the proposed site plan, prepared by MVE + Partners. <br />Project’s Pedestrian Connections <br />Pedestrian circulation would be provided via existing public sidewalks along Main <br />Street, Bush Street, 5th Street and 4th Street within the vicinity of the project frontage, <br />which will connect to the project site. The project will protect the existing sidewalk <br />along project frontage, and if necessary, repair or reconstruct sidewalks along the <br />project frontage per the City’s request. The existing sidewalk system within the <br />project vicinity provides direct connectivity throughout downtown Santa Ana, <br />inclusive of the Santa Ana Metrolink Station located on Santa Ana Boulevard east of <br />Santiago Street, as well as the City’s public parking structures located to the east and <br />west of the subject property along 5th Street. From the project site, it would take <br />approximately 10 minutes to walk to the Santa Ana Metrolink Station that is 0.65 <br />miles from the site. <br /> <br />1- 111
