If the Property Owner and/or Property Management Company determine that <br />offsite parking is required for the Project, the Property Owner/Property <br />Management Company shall execute an agreement with the City of Santa Ana to <br />acquire the rights to lease spaces on behalf of the retail employees. The Property <br />Owner/Property Management Company shall secure up to 10 spaces for <br />employees/staff of the Project’s retail component as part of the agreement, which <br />would allow the Project employees to access the designated parking structure(s) <br />24-hours a day seven (7) days a week. <br /> <br />3. If the Property Owner and/or Property Management Company further determines, <br />even after implementation of above-mentioned PMP measures, that offsite <br />parking is required for the Project’s residential tenants, residential tenants may <br />purchase additional parking within the near-by public parking structure via the <br />agreement that the Property Owner/Property Management Company established <br />with the City Finance Department. <br /> <br />To facilitate this PMP measure, the Property Owner/Property Management <br />Company would seek City Council approval and upon Council approval, execute <br />an agreement with the City of Santa Ana to acquire the rights to lease spaces on <br />behalf of the Project’s residents. Pursuant to communications with the Finance <br />Department, the Property Owner/Property Management Company would secure <br />up to 60 spaces for residents of the Project’s apartment component as part of the <br />agreement, which would allow the Project residents to access the designated <br />parking structure(s) 24-hours a day seven (7) days a week. <br /> <br />Based on information provided by the City Finance Department, the current <br />availability for City-owned parking is within one parking structure located at 5th <br />street and Spurgeon Street (Fiesta Parking Structure), where 450 spaces are <br />available for lease. As shown in Figure 2, this City-owned structure is located <br />within walking distance to the subject property, across Bush Street. Primary <br />vehicular access is provided at the intersection of 5th Street and Spurgeon Street, <br />with gated pedestrian access provided via entries on 5th Street and Bush Street, as <br />well as French Street. <br /> <br />4. In lieu of PMP Measure No. 4, the Property Owner/Property Management <br />Company, if deemed necessary, may implement an on-site valet-assist program. <br />Figure 10 presents the detailed valet plan which shows up to 80 additional spaces <br />could be accommodated. <br /> <br />To implement the valet operation, the Property Owner/Property Management <br />Company would engage the services of a well-established valet operations <br />1- 120
