Matter continued from the September 23, 2019 <br />meeting by a vote of 4:0 (Nguyen absent) This item will be forwarded to City Council for <br />final determination at a later date. <br /> <br />LOCATION: 114 East Fifth Street and 117 East Fifth Street in the Transit Zoning Code <br />(Specific Development No. 84), Downtown sub-zone. <br /> <br />REQUEST: The applicant, Toll Brothers Apartment Living, requests approval of the <br />following land use entitlement in order to in order to facilitate the construction a mixed- <br />use development project consisting of 220 rental units and 12,350 square feet of <br />commercial space on a total of 2.78 acres: (1) a site plan review, and (2) a density bonus <br />agreement. <br /> <br />ENVIRONMENTAL DETERMINATION: In accordance with the California <br />Environmental Quality Act, the Planning Commission will consider the addendum to the <br />2010 EIR for the Transit Zoning Code Project for this project. <br /> <br />RECOMMENDED ACTIONS: <br /> <br />a) Recommend that the City Council adopt a resolution. A RESOLUTION OF THE <br />CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING AND ADOPTING AN <br />ADDENDUM TO THE ENVIRONMENTAL IMPACT REPORT FOR THE TRANSIT <br />ZONING CODE PROJECT (SCH NO. 2006071100) FOR THE FIRST AMERICAN <br />MIXED-USE DEVELOPMENT PROJECT AND RE-ADOPTION OF A MITIGATION <br />MONITORING AND REPORTING PROGRAM; and <br /> <br />b) Recommend that the City Council adopt a resolution.
