complies with EPA/CARB Tier 3 emissions standards, would also be required to reduce construction emissions below <br />a level of significance. No new or greater impacts related to construction air quality would occur from implementation <br />of the Modified Project. <br /> <br />Air Quality Plan Impacts <br />Consistent with the Original Project, the Modified Project is consistent with SCAG’s population, housing, and <br />employment forecasts because the 256 new multi-family units that would be developed by the Modified Project would <br />constitute a 0.33 percent increase in the total number of residential units in the City, and a 1.0 percent increase in the <br />number of the multi-family residential units (5+ units) within the City, which is within the Southern California <br />Association of Governments (SCAG) projected growth. In addition, the Modified Project would also support Air Quality <br />Management Plan (AQMP) objectives to reduce trips, promote infill development, and balance jobs and housing. <br />Therefore, no new or greater impacts related to air quality plans would occur from implementation of the Modified <br />Project. <br /> <br />Operational Impacts <br />As the Modified Project would reduce the number of multi-family residential units that would be developed on the site <br />by 48.4 percent, the stationary source emissions that would be generated by the residences would also be reduced. <br />Similarly, Section 3.11, Transportation and Traffic, of this document details that operation of 278 multi-family units, <br />(which is 22 more units than the Modified Project’s proposed 256 units and thus provides an overstated and <br />conservative analysis of potential impacts), would result in 1,186 fewer daily vehicular trips than the Original Project. <br />The reduction of vehicular trips would correlate directly to a reduction of vehicular emissions being generated by <br />operation of the site. <br /> <br />As described previously, the Original Project’s maximum daily operational emissions would not exceed any of <br />SCAQMD’s daily significance thresholds. Thus, the Modified Project, which would result in 240 fewer residential units <br />and 1,186 fewer daily vehicle trips would also not result in a violation of an air quality standard or substantially <br />contribute to an existing or projected air quality violation. Therefore, no new or greater impacts related to operational <br />air quality emissions would occur from implementation of the Modified Project. <br /> Conclusion for Air Quality <br />Consistent with the Original Project, the Modified Project would generate air quality emissions from construction and <br />operation of the proposed multi-family residential units. However, the same construction mitigation would reduce <br />impacts to a less than significant level and the Modified Project would constitute growth that is consistent with the <br />AQMP. In addition, because the Modified Project is 48.4 percent smaller than the Original Project, it would result in <br />fewer stationary source and vehicular related emissions. Based on the foregoing, none of the conditions identified in <br />CEQA Guidelines Section 15088.5 that would trigger the need to prepare a recirculated EIR or other environmental <br />document exist. The Modified Project would not result in either a new significant environmental impact or a substantial <br />increase in the severity of a previously identified impact. <br /> EIR Mitigation Measure <br />Mitigation Measure AQ-1: Construction plans and specifications shall state that the construction contractor shall use <br />off-road diesel construction equipment that complies with EPA/CARB Tier 3 emissions standards and shall ensure that <br />all construction equipment be tuned and maintained in accordance with the manufacturer’s specifications. <br /> <br /> <br />3.3 Biological Resources <br />Summary of Impacts Identified in the EIR <br />Section 4.3, Biological Resources, of the EIR describes that the 180 mature ornamental trees on the Project site <br />provide potentially suitable foraging and breeding habitat for nesting migratory birds and raptor species.
