Agreements for Galls, LLC and Goodies, LLC <br />February 18, 2020 <br />Page 2 <br />affords the City the best coverage for providing uniforms and body armor to personnel without <br />interruption. <br />The Request for Proposal (RFP) No. 19-104 was advertised on November 4, 2019 and offers were <br />solicited. A summary of the RFPs and offers received is as follows: <br />232 Vendors were notified <br />28 Vendors downloaded the proposal <br />0 Proposal received from a Santa Ana vendor <br />2 Proposals received <br />Proposals were received and opened on November 21, 2019. Proposals were evaluated based on <br />experience and qualifications, level of service, and reasonableness of costs. Galls is located in the nearby city of Orange, which makes it convenient for Police <br />Department employees to obtain their uniforms and equipment. The agreement with Galls will be <br />in the amount of $363,000 (including a 10% contingency) annually, which totals $1,089,000 over <br />the three-year agreement term. Goodies will serve as an alternate vendor. The agreement with <br />Goodies will be in the amount of $22,000 annually (including a 10% contingency), which totals <br />$66,000 over the three-year agreement term. The proposals from both Galls and Goodies are <br />responsive to the Police Department's requirements and staff recommends approval of both <br />agreements. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 1 - Community Safety; Objective 3 <br />(promote fiscal accountability to ensure financial responsibility at all levels of the organization), <br />Strategy 3A (continuously evaluate and assess fiscal aspect of service delivery to ensure that the <br />Police Department provides programs and services efficiently and effectively). <br />FISCAL IMPACT <br />Funds are available in the current fiscal year budget, and will budgeted in future fiscal years as <br />follows: <br />25G-2 <br />
