1010111-1110 RESOLUTION NO. A RESOLUTION OF THE HOUSING AUHTORITY OF THE CITY OF SANTA ANA GRANTING CONSENT TO THE ORANGE COUNTY HOUSING AUTHORITY TO ADMINISTER PROJECT -BASED VOUCHERS IN THE CITY OF SANTA ANA WHEREAS, the Housing Authority of the City of Santa Ana ("Agency") is a California housing authority duly organized and existing under the California Housing Authorities Law, Part 2 of Division 24, Section 34200, et seq., of the Health and Safety Code ("HAL"), and has been authorized to transact business and exercise the power of a California housing authority pursuant to action of the City Council ("City Council") of the City of Santa Ana; and WHEREAS, on July 2, 2019, the Agency authorized the Executive Director of the Agency and the Recording Secretary to execute a pre -commitment letter with the Related Companies of California to enter into negotiations for a sixty-two (62) year ground -lease of 1126 E. Washington Ave for the development of the Crossroads at Washington affordable housing project located at 1126 and 1146 E. Washington Avenue, Santa Ana, CA 92701 (APNs 398-092- 13 and 398-092-14) ("Project'); and WHEREAS, on July 2, 2019, the City of Santa Ana authorized the City Manager and the Clerk of the Council to execute a pre -commitment letter with the Related Companies of California for $3,971,440 in affordable housing funds consisting of $963,951 in Neighborhood Stabilization Program funds and $3,007,489 in HOME Investment Partnerships Program funds, for the development of the Crossroads at Washington affordable housing project located at 1126 and 1146 E. Washington Avenue, Santa Ana, CA 92701 (APNs 398-092-13 and 398-092-14); and WHEREAS, California Health and Safety Code Section 34209 allows the Orange County Housing Authority to allocate and administer Project -Based Vouchers in the City of Santa Ana with the consent of the City Council of the City of Santa Ana; and WHEREAS, the Orange County Housing Authority intends to administer Project -Based Vouchers in the City of Santa Ana for the development of the Crossroads at Washington affordable housing project located at 1126 and 1146 E. Washington Avenue, Santa Ana, CA 92701 (APNs 398-092-13 and 398-092-14); and WHEREAS, the Project is vital to and in the best interest of City and the health, safety and welfare of its residents, and is in accordance with the public purposes of applicable state and local laws. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA: Section 1. The City Council finds and determines that the foregoing recitals are true and correct and are a substantive part of this Resolution. 80A-282
