HOUSING AUTHORITY <br />RECOMMENDEDACTION: <br />1. Authorize the Executive Director of the Housing Authority to enter into a Joint Powers <br />Agreement with the County of Orange for the joint ownership of the adjacent properties <br />located at 1126 and 1146 E Washington Avenue, Santa Ana, CA 92701 (APNs 398-092-13 and <br />398-092-14) in order to develop the Crossroads at Washington affordable housing project, <br />subject to approval by the County of Orange Board of Supervisors and Orange County <br />Housing Authority, and subject to non -substantive changes approved by the Executive <br />Director of the Housing Authority and Housing Authority General Counsel. <br />2. Authorize the Executive Director of the Housing Authority to execute an Option Agreement <br />with Washington Santa Ana Housing Partners, L.P., a California limited partnership formed <br />by The Related Companies of California LLC and A Community of Friends for the <br />development of the Crossroads at Washington affordable housing project located at 1126 and <br />1146 E Washington Avenue, Santa Ana, CA 92701, (APNs 398-092-13 and 398-092-14), subject <br />to approval by the County of Orange Board of Supervisors, and subject to non -substantive <br />changes approved by the Executive Director of the Housing Authority and Housing Authority <br />General Counsel. <br />3. Authorize the Executive Director of the Housing Authority to execute a joint sixty-five (65) <br />year Ground Lease with Washington Santa Ana Housing Partners, L.P., a California limited <br />partnership formed by The Related Companies of California, LLC and A Community of <br />Friends, for the development of the Crossroads at Washington affordable housing project <br />located at 1126 and 1146 E Washington Avenue, Santa Ana, CA 92701, (APNs 398-092-13 and <br />398-092-14), subject to approval by the County of Orange Board of Supervisors, and subject to <br />non -substantive changes approved by the Executive Director of the Housing Authority and <br />Housing Authority General Counsel. <br />4. Adopt a resolution granting consent to the Orange County Housing Authority to administer <br />project -based vouchers in the City of Santa Ana for the development of the Crossroads at <br />Washington affordable housing project located at 1126 and 1146 E Washington Avenue, Santa <br />Ana, CA 92701, (APNs 398-092-13 and 398-092-14). <br />CITY COUNCIL <br />RECOMMENDED ACTION.• <br />1. Authorize the City Manager to execute a Memorandum of Understanding with the County of <br />Orange regarding the County's and City's Regional Housing Needs Allocation for future <br />Housing Element planning periods pertaining to development of the Crossroads at <br />Washington affordable housing project located at 1126 and 1146 E Washington Avenue, Santa <br />Ana, CA 92701, (APNs 398-092-13 and 398-092-14), subject to approval by the County of Orange <br />Board of Supervisors, and subject to non -substantive changes approved by the City Manager <br />and City Attorney. <br />2. Approve a Substantial Amendment to the Neighborhood Stabilization Program Annual Action <br />Plan in order to reallocate $963,951 in Neighborhood Stabilization Program I, II and III grant <br />funds to the Crossroads at Washington affordable housing project and authorize its <br />submission to the United States Department of Housing and Urban Development. <br />*** END OF BUSINESS CALENDAR *** <br />SPECIAL HOUSING AUTHORITY AGENDA 4 FEBRUARY 18, 2020 <br />
