REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 3, 2020 <br />TITLE <br />APPROVE AN AGREEMENT WITH DULAC <br />ENTERPRISES (DBA BIG RED BUS) FOR <br />TROLLEY SERVICES FOR SPECIAL <br />EVENTS IN THE CITY AND DOWNTOWN <br />AREA IN AN AGGREGATE AMOUNT <br />NOT TO EXCEED $188,800 <br />(GENERAL FUND & NON -GENERAL FUND) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 11' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />Ifiel0191►111101111101 <br />/s/Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with the Dulac Enterprises (dba Big Red Bus) <br />for trolley transportation services in the City of Santa Ana and Downtown area, for a one-year term <br />from March 1, 2020 through March 31, 2021, in the amount of $77,600 and an option for two one- <br />year extensions exercisable by the City Manager and City Attorney, for an aggregate amount not <br />to exceed of $188,800, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />In 2016, Downtown stakeholders initiated the request for trolley services with the objective of <br />attracting jurors, visitors, residents, and local employees from the Civic Center area to the <br />Downtown. The City launched the trolley services as a pilot program in the summer of 2016 with <br />trolley routes from the Civic Center area to the Downtown during lunch-time hours on weekdays <br />and during monthly Art Walk events on the first Saturday of each month. <br />The trolley services had a positive result in increasing the customers to the Downtown during the <br />weekday daytime hours and weekend evenings hours. The Santa Ana Business Council and <br />Downtown Inc. are supportive of the trolley service and reported an increase in of customers in <br />Downtown due to trolley services. During the pilot, daily ridership of the free trolley was between <br />80 to 100 passengers per trolley service. The trolley service was prematurely terminated in 2017 <br />due to the vendor's inability to provide the required insurance documents, but has since fulfilled <br />insurance requirements for the City. <br />Due to several requests from Downtown stakeholders, the City approved a new trolley agreement <br />in April 2019 under the City Manager's authority in the amount of $17,750 to provide trolley services <br />during the monthly Art Walk events and other special events, which will expire March 31, 2020. <br />In an effort to provide consistency and support to local businesses in Downtown Santa Ana, as <br />well as other areas of the City, staff recommends that the City enter into an agreement with the <br />trolley operator, Dulac Enterprises (dba Big Red Bus), to provide trolley services for monthly Art <br />25A-1 <br />
